Who qualifies

SOUTH CAROLINA HAS TWO SEPARATE PROGRAMS THAT ARE OFTEN CONFLATED: (1) the Homestead Exemption (SC Code 12-37-220), which provides a complete property-tax exemption on the first $50,000 of fair market value of a primary residence for owners who are age 65+, totally and permanently disabled, or legally blind, filed with the county auditor; and (2) the Legal Residence special 4% assessment ratio (SC Code 12-43-220(c)), a separate, much broader benefit available to any owner-occupied primary residence (regardless of age/disability) that lowers the assessment ratio used to calculate property tax from the default 6% to 4%, filed with (and approved by) the county assessor. The 4% Legal Residence approval must generally be in place before the Homestead Exemption (for 65+/disabled/blind) can be applied.

Why there are no South Carolina county pages

Greenville County measured 10–100 searches a month against 1K–10K for South Carolina. South Carolina also splits the benefit in two — the Homestead Exemption for owners 65+, disabled or blind, filed with the county auditor, and the separate 4% Legal Residence ratio filed with the assessor — and conflating them is the failure mode a thin county page would produce.
